Have the option to set default staff selection based on the assignment

When using ghost staff to manage work through funnels, it doesn't make sense to have projects roll over to the same staff member, but if we could have the proper ghost staff member assigned by default at project initiation AND rollover, several project management steps to move assignments around to the proper staff member could be removed.
