Make assignment automatic scheduling more robust. Right now it defaults to the Project Lead.

Assignment dates, due dates, and assigned staff could all use some more robust options to automatically schedule when the project rolls over. Right now when a project rolls over all the assignment and due dates are the same. Additionally, upon project initiation, assignments default to the Project Lead instead of having the ability to automatically assign them to a particular staff member.
