Stop or suspend work - over credit limit

Are you able to add a pop up or limit the ability to rune a timer or post more time when an account has gone over either outstanding AR or WIP, subject to a set limit, on a per client basis. There needs to be an obvious alert, pop-up, or greyed out client for these situations.
